Artifact Recovery & Repatriation support

BFPSF provides trained security personnel while our consultants coordinate legally compliant response for inadvertent discoveries and planned recoveries—aligned to NAGPRA (Federal/Tribal lands) and California requirements (HSC §7050.5 / PRC §5097.98) for state/private lands.

  • Immediate scene security and cessation of disturbance
  • Notification chain: County Coroner → NAHC (if Native American remains) → Most Likely Descendant process
  • Coordination with law enforcement and Tribal representatives
NAGPRA icon Discovery protocol — California
  1. Stop work & secure the area.
  2. Call the County Coroner. Coroner has two working days to examine (HSC §7050.5).
  3. If Native American remains, coroner notifies NAHC within 24 hours; NAHC identifies Most Likely Descendant (PRC §5097.98).
  4. Owner confers with MLD on treatment/disposition; keep the area protected until resolved.
On Federal/Tribal lands, follow NAGPRA regulations (43 CFR Part 10) and agency protocols.
Legal frameworks
  • NAGPRA — 25 U.S.C. §3001 et seq.; 43 CFR Part 10
  • CA Health & Safety Code §7050.5 (coroner notification)
  • CA Public Resources Code §5097.98 (NAHC & MLD)
Chain of custody
  • Scene log, custody forms, sealed containers
  • Photologs & location control (no public sharing)
  • Transfer to authorized parties per statute
Do/Don’t basics
  • Do stop work, secure, notify authorities
  • Don’t collect, transport, or post images of remains/cultural items
  • Do defer to law enforcement & Tribal direction

Protect people, sites, and the record.

Let’s scope a security posture that keeps work moving and respects the law and descendant communities.
